Nakheel's roughly 800-hectare master plan, built as ten low-rise (mostly 4-storey) clusters each themed after a different country's architecture - China, Persia, Greece, Spain, Morocco, Italy, England, France, Russia, and the Emirates - around a mixed-use Central Business District core. Nakheel/a Dubai property portal describe the plan as built to house "over 60,000 residents," but Wikipedia's infobox recorded roughly 120,000 residents as of January 2010 - a ~16-year-old count that is itself stale, but shows the lived population runs well above the planning figure still quoted in marketing copy. It is one of Dubai's cheapest freehold entry points (not verified as the single cheapest) and reads as dense and functional rather than polished: older building stock (built roughly 2002-2010), largely unassigned street parking that residents regularly flag as a pain point, and a sewage-odour problem from the adjacent Al Aweer treatment plant that press coverage documents as recurring from at least 2016 through 2019 and that an academic hedonic-pricing study revisited as recently as 2025 - this is a live, unresolved issue affecting the Morocco, Emirates and China clusters closest to the plant, not one that has "eased." Dragon Mart 1 & 2 - marketed, including by its own operator, as one of the largest Chinese-goods trading hubs outside China, though that superlative and the "4,000+ stores" figure are not independently verified - is the community's retail and social anchor and central to its workaday identity. Resident sentiment splits along predictable lines: rock-bottom rents are the draw; parking scarcity, approach-road traffic and the sewage odour are the recurring complaints.

Dragon Mart 1 & 2 is the anchor for shopping, dining (food courts, cinemas, plus international chains like Le Pain Quotidien and Starbucks) and community events. Each cluster is otherwise largely self-contained: ground-floor supermarkets (Carrefour at Dragon Mart 2, plus LuLu Express and independent grocers), pharmacies, clinics (Aster, NMC), salons and mosques within walking distance. Dedicated green space is limited: small cluster parks exist (e.g. Paris Children's Park in the France cluster), and the nearby Al Warsan lakes are a treated-wastewater wetland and birding site, not a public park with resident access - don't count them as a resident amenity. Property mix

Overwhelmingly low-rise apartments: studios and 1-bedroom units dominate across the ten themed clusters, with larger 2-3BR units concentrated in the Central Business District and select buildings. Freehold villas and townhouses are uncommon in International City; the main concentration is in the Warsan Village sub-community. A newer Phase 2 (marketed as Warsan 4 / Warsan Gardens) is adding more recently built mid-rise stock at a price premium to the original 2002-2010 clusters - see freehold for why its ownership status needs separate confirmation, and price for the premium.

Getting around

No metro station sits inside International City today. Nearest existing options are Centrepoint (Red Line) and Etisalat by e& (Green Line), reached via RTA feeder buses (routes incl. 24, 53, 310, 365, X23) rather than a walk. That is changing materially: the Dubai Metro Blue Line is approved and under active construction (groundbreaking June 2025, ~12% complete as of December 2025) - not merely "discussed" as some older area guides still describe it. RTA has repeatedly targeted an opening of 9 September 2029 (the Metro's 20th anniversary). The line runs three station complexes through the community: International City 1 (an underground interchange reported as set to be the largest in the network, linking the line's two branches) and International City 2 and 3 (elevated, on the branch toward Silicon Oasis and Academic City). Until it opens, drive-time estimates vary by source: Nakheel's own site cites ~19 min to the Burj Khalifa/Dubai Mall metro station and ~22 min to Downtown/DIFC via Sheikh Mohammed Bin Zayed Road (E311); a Dubai property portal cites ~30-35 min to Dubai Marina and the CBD and ~30 min to Sheikh Zayed Road; independent investor guides cite 25-35 min to Downtown off-peak. Dubai International Airport is roughly 18-25 min via E311/E44.
