Character & lifestyle
Al Barsha is a well-established, non-masterplanned community west of Sheikh Zayed Road, built out over decades by many small private developers rather than one master developer, so it reads more like an organic city district than a themed Dubai community. Al Barsha 1 is the busy, commercial heart, home to Mall of the Emirates and Red Line metro stations, lined with older low and mid-rise apartment blocks. Al Barsha 2 and 3 are quieter, villa-lined and distinctly suburban, while Al Barsha South is the newer, apartment-heavy pocket closest to Dubai Science Park, though only two specific plots there are open to non-GCC foreign ownership (see the freehold note). The area has a South Asian and international dining scene, including well known spots such as Samarkand.
Anchored by Mall of the Emirates (Ski Dubai, VOX Cinemas, hundreds of stores) plus Al Barsha Mall and My City Centre for everyday shopping. Dubai Miracle Garden and Butterfly Garden sit in Al Barsha South, though both are seasonal attractions that close over the summer months. Al Barsha Pond Park has a running track, tennis and basketball courts, fitness machines and a playground. Al Sufouh beach is about a 10 minute drive.
Property mix
Mostly apartments (studio to 3 bedroom), concentrated in Al Barsha 1 and Al Barsha South in older low and mid-rise buildings. Villas (3 to 7 bedroom, many with private pools and gardens) are concentrated in the quieter Al Barsha 2 and 3 districts. Non-GCC foreign buyers can only purchase within two designated freehold plots in Al Barsha South; apartment and villa stock elsewhere across Al Barsha 1, 2 and 3 is rental-only for non-GCC buyers (see freehold).

Getting around
Mall of the Emirates and Al Barsha metro stations (Red Line) are both in Al Barsha 1. By car it is roughly 7 minutes to Sheikh Zayed Road, about 10 to 15 minutes to Dubai Marina, 15 to 20 minutes to DIFC and Downtown Dubai, and around 25 minutes to Dubai International Airport, all indicative and traffic dependent.

Al Barsha 1, 2 and 3 are not named in that decree. The decree is silent about areas it does not list rather than expressly barring them, and later resolutions have added land elsewhere, so treat this as "not designated on the instrument we can cite" rather than a settled prohibition.
