How much your Dubai rent can legally rise

If your rent is within 10% of the average for comparable homes, no increase is permitted at all. The permitted increase then steps up through 5%, 10%, 15% and at most 20%.

How this works

  • Decree No. 43 of 2013 sets the permitted increase by how far below the market average your current rent sits.
  • Within 10% of the average: no increase is permitted.
  • 11% to 20% below: up to 5%. 21% to 30% below: up to 10%. 31% to 40% below: up to 15%. More than 40% below: up to 20%, the maximum in any case.
  • The average is not ours to set: it is what the Dubai Land Department's rental index says for comparable homes in your area, which you can look up yourself in the Dubai REST app or on the DLD site. The calculator asks you for it rather than guessing.

What it assumes

  • The index average has to be for genuinely comparable homes: same area, same size, same type. A number from a listings portal is an asking price, not the index.
  • The decree caps the increase. It does not oblige a landlord to ask for one, and it is a ceiling to negotiate under rather than a target.
  • A landlord who wants to change any term of the tenancy at renewal has to give notice in advance, and disputes go to the Rental Disputes Centre. Check the current notice requirement before you rely on a date.
